GIS Cooperative Meeting Notes

PARegion Discussion - Ron Platt

We discussed the the new rubber-sheeted PAREGION layer (parcel base) and the fact there are some parcels that may have distorted (or incorrect) boundary lines. These parcels need to be identified and reported to Steve Whitney at Pima County as they are found. The County will hand edit the areas of error. As time goes on, the layer will be improved, but the process may never end. There are obvious repercussions as this relates to layers created using PAREGION as the base map.

How do we all get notified of changes? Is there any automation that will assist in maintenance of PAREGION dependant layers?

We had a lively discussion about this issue in more detail than can be reported here. The important point to understand is that limjuris, lim_tuc, wards, zoning, parks, hoa_cot, police sectors, and water service area shapefiles are dependant on PAREGION and may need adjustment, depending on the required spatial (or relative) accuracy required.

Tucson Department of Transportation (TDOT) Maps and Records Section (by hard effort from Chris Kelleher) is adjusting the city limits layer. Dave Koss is working hard to adjust the ward boundaries, which are based on precincts and not yet rubber sheeted. We all need to be aware of the limitations of our data and work toward improving our data. The effort will be neverending. There are some things that will always require "human" intervention, as everything cannot be automated.

Addressing/Housing Units Discussion

Russ Riblett will contact the U of A, a local housing consultant, and TEP to see if a single source of information about numbers of units in housing/business structures is available.

SAIAT

Dave Hochede was invited to attend a meeting for SAIAT, an educational program. At the meeting Dave attended, there was discussion as to what type of GIS training would be beneficial locally. Dave gave the committee Don Ijams' and my name to possibly work with the committee to set up GIS educational programs.

Roundtable

We went around the table and everyone discussed projects they were working on.
· TDOT is working on many new web applications using MapGuide, adjusting the city limits and ward boundaries.

· IT is testing features in CityScan and arranging for the final Oracle Web license implementation.

· Economic Development is considering a new map service in ArcIMS for Rio Nuevo projects.

· Solid Waste is working on an ArcExplorer application for internal staff to use for Solid Waste specific data sets.

· Water continues to build a geodatabase and is preparing to receive digitized valve maps which will require a significant quality control review. Water also has ongoing programming (mostly VB applications) for the water resources area.

· Fire Department continues to work on the quarter section maps.

· Police Department has been testing some free extensions to ArcView 3.2, such as an animal migration extension, which may allow prediction of the "migration" path of a criminal.

Satellite Imagery

Chris Mack from Marana indicated that the Town of Marana has a program to purchase IKONOS satellite imagery on an ongoing basis. The imagery is 4 meter multispectral sharpened (resolution merge) with one meter panchromatic imagery to produce one foot color. The Town of Marana has offered Pima County jurisdictions copies of this imagery.

Since the meeting, Ron has talked with Manny Rosas at the Pima Association of Governments (PAG). Manny indicated PAG will get a DVD of the imagery and then we can get a copy which in turn will be put on the TDOT Image Server.

Committee Reports

There has not been any committee action to date.

Conclusion

We had a good meeting with productive, educational dialogue. We have had two "business like" meetings, so next month we can reward ourselves with some song and dance. Next month Steve Whitney will be prepared to discuss PAREGION a bit further. Other demos are hereby solicited.
